HIGHLIGHTS OF THE
NEW OGCA STRATEGIC PLAN
Key priorities, goals, and focus areas shaping OGCA’s next chapter

STRATEGIC PLAN is a comprehensive
document or framework that
outlines an organization's
long-term goals, as well as
the strategies it will use to
achieve them. It serves as a
roadmap to guide decision-making,
resource allocation, and performance
measurement over a defined period.
Since October 2024, the Ontario
General Contractors Association’s (OGCA)
strategic planning committee has been
working diligently with an outside
consultant - The Portage Group, towards
gathering the information needed to
support the framework to amend and
enhance the next strategic plan.
As a member-driven association, it is
critical that member views and insights
play a central role in shaping the plan.
A membership survey conducted in
November 2024 provided key input, ensuring that the strategic direction re昀氀ects
the needs and priorities of contractors
from across the province. Therefore,
this plan is informed by research and
consultation, including key informant
interviews with OGCA directors, sta昀昀, and
comparable associations for benchmarking. The goal was to shape a new strategic
plan to guide the organization over the
next three years.
The OGCA 2025–2028 Strategic Plan
sets a clear course for the organization,
continuing to build on its strong
foundation as a leader, advocate
and critical support for the Ontario
construction industry.
The plan starts with a clear mission
statement, that is a guiding declaration
that succinctly articulates what the
organization does, for whom, and the
bene昀椀t it provides. The OGCA mission
statement states:
Representing a diverse group of
professional general contractors, we
inform, advocate and lead a dynamic
construction industry.

This short but succinct statement
clearly de昀椀nes the OGCA’s place as the
leader and voice for the ICI construction
industry and beyond. It captures our focal
point on our most valuable asset, our
members, and how the association can
continually support their advancements.
To further support the overall mission,
a strategic plan needs strategic priorities
to provide a focus and direction for the
association. The Board of Directors
agreed that the following were the
desired priorities to concentrate on over
the next three (3) years.
1. HEALTH & SAFETY
Our Goal: OGCA will lead health and
safety in the construction industry, proactively
guiding change and supporting member companies and the broader industry, to improve
safety culture.
In 1939, the OGCA was initially
founded on the overriding principle that
OGCA members would be safer than
other general contractors. This clear and
quanti昀椀able distinction has been at the
heart of the association for more than 85
years and will continue to be our focus
moving forward. Ensuring safe job sites,
upholding strong safety standards, and
fostering a strong safety culture across
the sector are critical areas of ongoing
focus for the OGCA.
2. ADVOCACY
Our Goal: OGCA will advance the interests
of members by increasing the in昀氀uence of the
organization through expansion of advocacy,
information, and outreach to municipal and
provincial levels of government, industry, and
buyers of construction. The OGCA will continue
to work with partners to in昀氀uence the federal
government.
For decades, the OGCA has been the
voice for the ICI construction industry,
and the provincial government borrowed
our tag line “We Build Ontario.” This
recognition surpasses what any one
