Ottawa’s Infrastructure and Asset Management Approach to the
Housing Crisis
The process of providing new housing and the drivers behind the
current housing crisis are complex with many different players,
interests, and considerations. It is understandable that the problem
is sometimes oversimplified as a fight between affordable housing
and other interests.
Ottawa’s approach in the development of its most recent Official
Plan and Infrastructure Master Plan acknowledges that this is a false
dichotomy. Municipalities and developers provide water,
wastewater, and stormwater infrastructure to enable housing. Such
infrastructure and its costs are not optional nor are they a
