Township of Mulmur Bridge 12 & 21 Replacement – An
Innovative Solution for Small Municipalities
The Township of Mulmur is a rural municipality of less than 4,000
people and has 44 bridge and culvert structures with a span over 3
m (10 ft). The Township9s 2024 Bridge Inspection Report
recommended $15 million in bridge capital works within the next 10
years and $8 million within one year9s time, both of which being
significant expenditures for a small municipality.
The Township needed a cost-effective solution to replace several
8low volume road9 structures – i.e., those serving only a few
properties, landlocked by dead-end roads - to help maximize their
budget, while replacing the existing bridges with code-compliant
structures under an accelerated construction schedule to ensure
that property access restrictions are kept to a minimum.
An innovative solution was found in a lightly used, 100-ft span
Acrow Panel Bridge that the contractor – W.G. Kelly Construction –
owned and wished to sell. R.J. Burnside & Associates Limited and
the Township completed a thorough inspection of the bridge and
confirmed its structural integrity and suitability for use.
This solution was innovative in that the pre-fabricated bridge was
long enough to be modified and split into two bridge structures that were used at two locations – Township
Bridges 12 and 21 – each with a 50-ft span. The reuse of the existing structure also helped reduce the project9s
environmental footprint.
The Township, Burnside and W.G. Kelly Construction collaborated regularly to ensure that the two bridge
replacements would be a success, and both were completed on schedule and under budget, saving the
Township $1.2 million.
