2024 PUBLIC WORKS
LEADER OF THE YEAR
BILL GARIBALDI
In 1980, Bill graduated from the Civil Engineering program at
Conestoga College and joined CBCL Consultants as a
draftsperson working on municipal water and wastewater
projects. An economic recession in 1982 resulted in closure of
the Toronto CBCL office and saw Bill moving to the Municipality
of the Borough of East York in Toronto as an engineering designer
and subsequently a planning technician. In 1985 he had the
opportunity to return to his roots in Waterloo Region when he
joined the City of Waterloo as a Development Technologist. Bill
thrived in Waterloo where the City encouraged taking chances to
try new ideas and technologies. Gaining knowledge and
experience from his co-workers and leaders, he took advantage
of several leadership opportunities and positions. He went back to school during the evenings for Business
Administration and graduated from Wilfrid Laurier in 1996, the same year as his oldest daughter. In 2020 Bill
became the General Manager of Public Works responsible for the operation and maintenance of the City9s
transportation, water and wastewater systems. He retired from the City in 2017 and joined MTE Consultants in
a business development role which he greatly enjoyed until his 2024 8second retirement9.
Bill considers his most important role, and one that he will never retire from, to be that of husband to wife
Darlene, father to Stephanie, Aaron, Lee and Jory and, papa to his grandchildren Amaya, Aurora, Brynnlee,
Bryson, Domanic, Mikale, Rowen & Theodore.
